Following the events of Age of Ultron, the collective governments of the world pass an act designed to regulate all superhuman activity. This polarizes opinion amongst the Avengers, causing two factions to side with Iron Man or Captain America, which causes an epic battle between former allies.
The Avengers split over the Sokovia Accords. Tony learns Bucky killed his parents. Steve and Tony's friendship fractures permanently. Spider-Man and Black Panther debut. Bucky, Sam, and Steve all confirmed for Doomsday.
Why It Matters in the MCU
Civil War functions as Avengers 2.5 in terms of ensemble size, but works as a Captain America film because Steve Rogers' conviction is the moral axis the conflict rotates around. The airport battle in Leipzig is the most kinetically inventive large-scale Marvel action sequence before Endgame — introducing Black Panther and Spider-Man in ways that made audiences want standalone films for each. Zemo remains the franchise's most quietly effective villain: he wins not through power but through patience, and his plan requires no superweapon, only an understanding of human grief.
