Steve Rogers is the MCU's moral fixed point. Where other heroes evolve through compromise or reinvention, Rogers is defined by an unchanging set of values that predate any superpower — making his interactions with corrupt institutions, from HYDRA-infiltrated SHIELD to the Sokovia Accords, genuinely dramatic. His WWII origin in The First Avenger plants the franchise's ethical compass, and The Winter Soldier tests it against a world where even the institutions built to protect people have been turned against them.
Rogers's run is the MCU's longest unbroken arc and the one that changes least: the values arrive with the man in 1943 and the films test them rather than develop them. The Winter Soldier turns that into a political thriller by making the institution he serves the antagonist, and Civil War makes it cost him the team. Endgame gives him the one thing the character had never been allowed — a life — and his exit is a choice rather than a death. Watch the three Captain America films in order and the Avengers films around them; the shield changes hands at the end, and Sam Wilson's story carries on from there.
