Sam Wilson arrives as a pararescueman with no serum and no powers, which is the whole point — where Rogers's authority was physical as well as moral, Sam's is only ever moral, and he has to win it in public. The Falcon and the Winter Soldier is about the argument, not the fight.

The Falcon and the Winter Soldier (2021) picks up directly where Endgame leaves off, following Sam Wilson's reluctance to accept the shield and the political weight that comes with it.
